creating rules is one of the most important things in a pvp area. capping ow and replenishment, prevents lame play style. we wanted fun and agressive matches.
capping the damage reduction at 45% is the best break even point for every possible rare/unique/magic/crafted item setup. you can wear runewords, rare armors, unique armors, magicals. you can wear verdungos, ow belt or rare belts. you can wear runewords or rare weapons.
this is something youll notice especially in pubs. everyone looks like the other, beside an armor type change of theyre fortis.
and thats why its fun and even after a couple of years so many ppl follow those rules, because they are absolutly unbeaten in flexibility.
believe me we thought so many nights about a rules change or some different setups, how can it be more attractive or more flexible.
