The store manager just follows the law , not selling 18+ R rated games to people under 18 years old , otherwise he might go to the Jail if the authoritis catch him!

There is no law regarding M+ games, you can sell them to a 10 year old kid, no problem legally. Big stores like Walmart tend to have a policy to not sell them to people under 18 or whatever, but that's up to the store not the law.
