Im 100% sure that Spirit offers enough Fhr for PvM.

For PvP 86% Fhr is needed.

I always put an ist on my hdin's shako (pvm)

but a cham it's also an option if you run a little bit and don't want to get frozen, but if you teleport like crazy then why bother? ist again is the answer.

or as others said um if your lacking resisntances... and I think that's pretty much it
