Wait really? The way it reads makes it seem like the only time that it's weighted to the max sockets is when the max # of sockets for the specific item is less than the max # of sockets for that item type (trolls nest 3 sock max vs 4 socket max for shields in general).

each item has a min max.
troll nest and monarch as example

nest will roll 1-3 sockets, with 3 sockets being the highest likelihood
monarch will roll 1-4 sockets with the highest likelihood being 4 sockets

it all just depends on what the item and what the range of sockets there can be.

another example is giant thresher.
it will roll 1-6 sockets with the highest likelihood being 6.

heres another one.

An example, claws can get up to 3 sockets in them so if one would use the recipe for a claw they would have:

1/6 chance to get 1 socket.
1/6 chance to get 2 sockets
4/6 chance to get 3 sockets

Max sockets is always going to be the highest likelihood.
