All affixes will always be available even if you roll the diadem with level 1 char.
But the item level might fall under 26, and then if "mechanic's" is rolled, it will only generate 1 socket, instead of 50% 1 socket and 50% 2 sockets.

You need to stay at item level 26 or more.

For doing this, you must roll with a char level of at least 40 :
...
0.4 * 40 + 0.4 * 40 = 32
0.4 * 40 + 0.4 * 32 = 28
0.4 * 40 + 0.4 * 28 = 27
0.4 * 40 + 0.4 * 27 = 26
0.4 * 40 + 0.4 * 26 = 26
etc
all the figures are rounded down by the game at each step.

So my lvl 96 toon can reroll a rare diadem as many times as I want and it will never lose its ilvl and can still roll 2 sockets?

you can reroll diadems also with lvl 1 it doenst matter

ilvl will go lower but diadem is lvl 85 so always max stats
