I guess so I've gotten 4 off eldritch my first one was 156/10/40 about crapped since then I've found a 154/15/38 also

You can get them in ACT 5 Nightmare.
Youi can get them anywhere in Hell.

hell andy dropped me at least 8 gheeds and i got a couple from hell meph too

i have found 3 off hell andy and a perf on off hell mephy
