makes almost zero impact. ilvls beyond 85 dont make much impact on rare stat rolls. they are most significant in dropping of very rare items such as Tyraels, etc. high ilvl areas are about the only place they reliably drop. rares tho from hell act 3 all the way through terror zones the mods they can spawn are fairly negligible differences.
people like to use high ilvl items to reroll just for the smaller chance, if ur gonna use a base anyways might as well stay high.
but rerolling anything but diadems is IMO not worth the time or effort.
