here's my 2 cents:

I made one recently and I had a lot of fun getting to Hell difficulty
but there, clearing the Den of Evil was pure pain
I wasn't fully geared towards it, but I was pretty close.
I respec'd cuz my initial idea was to make a gold find / scavenger barb, that's why I wasn't 100% commited to warcry (I could have put points in more sinergies and also played more concentrated, but I was chilling and it was hella fun)
I guess if you're persistent and patient enough (and have a lot of mana potions) you could make it through act I without problems

I have try and yes it its fun char to play. Made in SP and only problem in bnet is that your gear+merc gear will cost same as godly hdin gear.

They're solid for holy grail in the pits on p1, but that's pretty niche.
Weak monster, Merc can kill, focused on find item.

Like other have said, I don't think they're practical in many other areas.

No, its just a smaller nova sorc that dishes out less damage and the war cry is blockable.

I made one 10 or so years ago for around 15-20,000 fg. Wanted to make an amazing one, ended up selling everything in a month. It was awful.
