this is exactly the point where something doesnt add up to me: Quorra's formula for the level req is
rlvl_affix + 10 + 3*N
to my knowledge the rlvl_affix is the rlvl of the highest affix (i.e. 0.75*affix level) and N the number of affixes (i.e. 1-4)
OP's amulet has 2 skills (alvl 90), 6 ll (alvl 85) and two affixes with low alvl. so the formula should yield
90*0.75 + 10 + 3*4 = 89
i dont know why the amulet has a rlvl of 95...
can you help out?

Perhaps in this case Arreat Summit is wrong? It was riddled with mistakes in the past, and might still be.

Read the last paragraph in the amulet section of the guide: 73+10+3*4=95

There are (or were) cases when the formula would still break.

I had a look at an outdated MagicSuffix.txt. Required level for "of the Lamprey" for amulets is 73.

I would say the Arreat Summit generalisation that you can multiply by 0.75 is wrong.

I do not understand why 3ll is max on a 89rlvl amulet.

Required level for "of the Locust" (4-5ll) for amulets is 57 according to the outdated MagicSuffix.txt I'm looking at.

What causes the limit?

No one has posted, but I've got something to add.

I have now seen a 2sk/5ll/89rlvl caster amulet (with 4 random affixes). It is possible. (67>45: 67+10+3*4=89)

To summarise this mess:

I now explicitly remember the 75% Arreat Summit statement being wrong, it always has been, I just could not recall when I made my initial post or even after. Instead of questioning Arreat Summit, I questioned the rlvl formula, modifying N so it would equate to 95. Additionally I subtracted affixes on a whim. Considering I haven't crafted in a decade I probably should not have done that.

Lesson learnt. Don't use Arreat Summit, use MagicSuffix.txt and MagicPrefix.txt. Hopefully they are still 100% valid.
