From personal experience on a smiterdin, the milisecond LT pops I get full hp when smiting ubers.
As they go lower and lower in hp my lifesteal gets worse and worse
If I was lifestealing only based on base damage and not CB damage my lifesteal would remain unaffected the entire time. Hence my belief lifetap IS affected by CB
In ubers you might have smited a different monster with higher damage/physical resistance so your smite dmg may not leech as much from them. Things like vampires etc have high physcial resists there compared to a uber pit lord etc.
I have a smiter too. I just went online and did some tests. Smite damage is determined by each individual shield's + smite damage, casting holy shield adds more + smite damage to the shield. Auras such as fanatacism, might concentration etc gives a damage bonus to smite. So what I did was I had a 6 soc wep with 6x bers in it so I would trigger a crushing blow guaranteed. I didn't cast holy shield & had no auras on to make sure my smite damage was low as possible. My evexile vortex shield had 5-87 smite damage. Smite damage was 584 max. I got my paladin damaged. I smited a monster out in moor triggering the life tap, I healed full health after about 5 hits from 80% damaged, crushing blow triggered ofc. Next test. I injured myself yet again. No holy shield no auras. Used same ber'd sword 100% crushing blow chance. First I smited a monster to trigger the life tap. Then I swapped out with a low quality shield that I bought from a npc. The shield smite damage was 1-5. My smite damage was 32 dmg max. I continued to smite the monster non stop while the life tap curse was on their heads. The crushing blow was triggering non stop. My life only healed about 20 or 30 so damage. I was using NO holy shield no auras in both tests. The weapon was the same weapon with ber x6 100% crushing blow. The only thing changed was the shield. One was higher smite base damage eth vortex and the other was a low quality low damage smite damaghe shield purchased from a npc. This tests concludes that what you said about crushing blow works with life tap is not true. If it was true then no matter what my smite damage was, the crushing blow would heal me a lot. Crushing blow is not the same as damage from a weapon or melee or ranged wep skill like bows, smite, charge normal attack fury zeal etc. Crushing Blow is a special magic property for massive damage equal to a percentage of the enemy. Think of it like static field for sorcs, the way it takes down a certain % of the current remaining life of the target. It takes down 25% of the current remaining life of the enemy. Here crushing blow was discussed about normal life leech.

I have every kind of character you can imagine and I've been playing this game since 2001 since the release of expansion set so I know atleast a thing or two how some game mechanics work.
