Usually once u get out of the game, for me at least.

Once i was told (i had my chat bugged) that it was because it could be chat "ban" due to "swearing" (i dont recall having done so) and that the "ban" lasted a few hours...

Idk if thats true, but the bug indeed lasted like 3 hours aprox. And as Madstrike said, it happens from time to time, idk what other things can trigger it, or if it is a random bug

check gameplay setting for 'allow game chat'

you can get muted for various words/repeated phrases/etc.

switching cd key is a workaround for me in such a case ( e.g.: when i am rushing with lots of instructions, i'll change key after normal and nightmare

i think there may be tons of unsuspicious words/phrases that can lead to this issue, we don't know what some words mean in some languages
