I just saw a tiara with 3 magic dmg reduce and 3 os. So how does 4-6 makes sense?

(Might just be me who doesn't fully understand)

Because the Tiara you saw was worse than whats possible
Edit: I think I know what gets you confused: The lines in yellow are available on rare AND magic items. The lines in blue are only available on magic items.

The tiara i saw was 3 mdr/3 open sockets, magic (blue).

The link you postet states, that magic tiaras/diadems etc, can spawn with 4-6 MDR.

So how does it make sense?

The worst suffix gives +1
The best suffix gives +6

So what?
Max possible is 6 mdamred, lowest possible is 1 mdamred, see link.
I don't know whats so hard to understand?

Because if something has the possibility to spawn with 4-6 mdr, it doesn't exactly indicates that you are able to get lower than 4, does it?
