The answer is no. Each roll lowers the ilvl so eventually you will need to stop.

if ilvl < (99 – int(qlvl/2)= then affix level = ilvl - int(qlvl/2) else affix level = ilvl * 2 - 99.

In short, a rare diadem cannot have an ilvl lower than 85 due to the fact that the base items qlvl is 85.

A rare diadem can always roll any affix that is possible of spawning on a “circlet” (up to 3 prefixes and 3 suffixes) regardless of clvl or how many times it’s been rolled.
