Ok, I know how to use google, I understand its a hybrid, but how the hell are you supposed to make one of these?

These runewords are called "hybrid runewords".

Enigma is made in an armor and it gets resocketed with another runeword afterwards, "Peace" in this case.
Peace again consists of the runes Shael, Thul and Amn.
The level requirement of a runeword is determined by the level of the highest rune, Shael here (level 29).
So the newly made runeword has the level 29 and not 63.

Here is a better question: why are these such a big deal? I'm seeing people buying a $500 Grief of Doom, and the only benefits of having a Grief of Doom are 50% ED and 25% Open wounds....hilarious how you children spend your money

To be fair it was a fairly stupid topic. As it happens hybrid runewords are old hat and many topics have already been created about them. It's a bit rude to create a topic about such a thing and then flame everybody that posts in it.
