What weapon/shiield combo for highest possible 1 hand zerk damage?

No phoenix in shield slot

My guess is beast + 4 x 40/15 monarch. The fanaticism. And if course might+conc merc.

Keep in mind, this 1 hand weapon can be ethereal as well with no rep

eth 450ed rare scourge (3-80 dmg, 41.5 ave) beats out Legendary Mallet on max only (51-60, 55.5 ave)

thats 660 max on weapon.

but beast fanat alone gives 186%ed. on top of eth beserker axe beast having about 470 max dmg that outpaces a rare setup i'd say.
