If it just reset then why there are people with godly items within 2 weeks of reset?

In d2r they get new runewords i thought blizz would update and release same runewords for lord too so i asked

i dont know if its just me but i am getting a ton of realm downs. the servers are in a shit state like its getting worse and worse every ladder. i am getting a 24 hour temp restriction every day now.
