When trying to trade weapons you can't see anything upgraded higher than what you've made yourself, so if you wanted +25/10 normal and somber weapons you would need to make one on your own first. Somber weapons are easiest to max out if you follow a guide on youtube, can be done in an hour or two. Every somber upgrade counts as 2.5 normal upgrades so when it's 10 you can pick up all +25 normal stuff too.
Only thing he can give you unrestricted is armor, some consumables, crafting mats, ashes of war, and talismans.
