You get a vehicle after finishing some story quests and you can find them in engrams as well.
Strikes are more like regular dungeons, not raids.

also when in pvp 4v4 does anyone know if gear matters?

power level is irrelevant in crucible, but the perks and type of weapons matter a lot!
