I have been level 15 for a few days now (level 21 now) and have not had the contest box for the level 15 name open up for me It still says "Unlocks at level 15"

You must build the item first. Look for it in your shop menu.

The sail boats are stuck on 59:59 they count down to 59:52 then go back to 59:59
