What do you want exactly? Do you want to transfer a respec potion to you friend or just mule over to another char of yours?

You can use shared stash to mule over stuff. Transferring items to another person is not possible on xbox

/e: afaik you couldnt respec on Tl1. Correct me if I'm wrong
