Glacial Spike needs a nerf in my opinion. Making it have a 1 second cooldown would work I think.

Having said that, I don't have your socketable, sorry. :P

I do, however, have a wand you might want. It is a level 51 wand called "The Ice Doom Scepter".

It has a 10% chance to cast Glacial Spike and also comes with a bunch of DoT (which scales with Focus). I would have posted earlier but I go temporarily suspended for posting a link.
