Hello,
I put somes points into rapid fire (3) long time ago and I discover "chaos burst", and I want to take these 3 points for "chaos burst".

Is it possible, I don't know how, but maybe with quest or something to reskill 3 points ?

Nope, not possible. Currently without cheating and using respec pots you can only refund your last 3 skill points used.
