Are Augments a random stat on a weapon? or are they set parts to certain weapons only?

They're random on magic and rare items. I believe they're static on uniques.

no its not but by your answer I think I know what he is saying.

Random on rares, static on uni's and you can also enchant weps to have them. Not sure about armor.

Augments are static bonuses for a weapon that appear once you finish the requirements for an augment.
