how do i make items have sockets???

like turn a no socket item into a fully socketed item? where do i go or who do i see to get this done?

Transmute unsocketed item + any 2 gems of equal or higher level.
I have never received more than 1 socket from this though, so that might be relevant since you said "fully socketed".
