Not very hard with berserker. Stuff will rape you but if you know how to kite its pretty fun/easy

Wouldn't even compare the drops in tl2 to d3 since tl2 actually has good drops lol. But to answer your question yes you get better loot the higher the diff.

i appreciate the answer.. and I agree completely. I am having a lot of fun and the properties on items already are so good. can you switch difficulties? or do you have to reroll each time? i'm currently level 11 outlander in elite
