Ok maybe im a total newb but I have a Honest question

Its telling me to:

While playing, press CTRL + Shift + [the third button left of you Return (ENTER) button].

In bold what key is that, everyone makes it seem so simple? But the two keys three keys left of are L or down lower up or down on the arrow key?

I read more maybe its "~" im so confused?

This is for torchlight btw
