Weapon DPS is pretty much base damage divided by weapon speed. +damage things increase the base damage, so yes, it does increase dps
Base weapon damage on the arcane stats page is calculated by:
Base_Physical_Damage*(%Strength_Bonus + a_1 + a_2 + ...) + Elemental_Damage*(%Strength_Bonus + %Focus_Bonus + b_1 + b_2)
where a_n are damage modifiers that affect physical damage (e.g % increase physical damage, all damage, %melee damage bonus) and b_n are damage modifiers that affect a specified elemental damage (e.g. % increase ice damage, all damage, %melee damage, % magic damage)
This is why you should only get strength for berserkers if you plan on using DPS skills like all the Hunter skills and Shadow Burst.
and then to get DPS, it is just Base_Weapon_Damage/Weapon_speed*Increased_attack_speed. So if you plan to duel wield, your main hand should be a fast and strong weapon, while your off hand should just be a 4 socket weapon with 18% IAS to increase DPS by 72%
This makes, the bar none, best zerker weapon in game a 4 socket kidney dagger
