I really really rarely or never use my wand to kill o.o i use my skills. when you have 300 focus and a few points on the charge mastery skill you cant really oom, even if you are trying to.
So IMO investing any points in weapon masteries is a waste. escpesially on staff mastery. as a squishy mage, you really dont want to get close to smack a giant troll. I mean, it will smack you back like 1000000 times harder.
it applies to skills
at least the staff one does
so if youa re using a staff your skills apply the resist debuff
/edit also a lot of skills dmg is based of wep dps and a 2 hander has more wep dps
