FA take forever to decide anything tbf. I'd expect some fans in though. Can't imagine a euros with fake crowd noise. Shouldn't be a problem running stadiums at 1/4 capacity at least.

Then there's the question will fans be allowed to travel abroad to England. Can't imagine seeing English fans in every game
