The new format will hold antoher 32 teams in their group stage (therefore Europa League will be reduced from 48 to 32 teams) to have a total of 96 instead of 80 teams competing in european competetions.
Final will also be played in the same week with CL and EL.

Assumingly, the new format is to give smaller associations a better shot at sending their teams to actual group-stages and provide more played games than just getting kicked out in early qualifiers to EL groups stage.

the quality of this competition will be terrible

For smaller teams from the big (spain, germany, spain, italy, france) and semi-big (russia, portugal, belgium, ukraine, turkey) leagues that is true for sure. Fan interest won't be really high in these countries and teams might still focus on league more.
But for medium and smaller leagues (5 year ranking 16 and below) it can actually give them an opportunity to have more international games and maybe strenghten their positions for TV money contributions.

Make Europa league 2 the best of the shitters.

Winner of euro 1 plays winner of euro 2. Winner of that plays winner of the champions league for the ultimate world heavyweight champ belt.
