The problem is that it's hard to do the "right thing", when it puts you in a disadvantage. It would be nice if the Bundesliga and other leagues had presidents that also wanted to follow the path of caps and greater equality, but this weakens them in comparison to the other leagues that allow everything. This is why it should be UEFA and FIFA enforcing these rules, so it's the same for every league and nobody is at a disadvantage.

They are mostly sponsored by Qatari companies.... with a highly inflated amount of money that quite obviously goes against the spirit of FFP.
Not sure why, but there doesn't seem to be much of a tradition in France when it comes to backing up their clubs. Despite being in a big, rich and developed country, the french league has always been mediocre when compared to the top leagues in Europe. They've only ever won 1 CL (OM in 1993, and under doping)... their overall record in Europe is, being generous, comparable to the ones from Yugoslavia, Scottland or the USSR/Russia+Ukraine. It's even weirder in basketball and handball, where they have some really good national teams but their league completely blows.
