Errr, did you at least bother to read the line of text beneath the pic? It was the 1969 CL final held in Bernabéu between Milan and Ajax. Madrid wasn't involved in the game at all...

He was held by the spanish people there (madrid staff as well as many spaniards in the crowd... it was very common back then for neutral local spectators to atttend the european finals, since fans couldn't travel as much and stadia had larger capacities due to non-seater areas) because he was the first spanish ref to officiate a CL final.
