according to german sources, wenger won't let podolski go. why?

i mean, in my opinion it's almost always a reasonable or at least a justifiable choice not to play him but why does wenger keep him there if arsenal doesn't really want him?

for germany it's a good thing when he doesn't play regularly for his club but for him personally it's an unsatisfactory situation. and he was pretty open about being unhappy not to play, he doesn't just want to sit out his contract...
