Idk, but it could mean that they wouldn't recognize them as league champions when it comes to the group stage draw (league champions form the top 7 leagues are seeded).

I guess as its the federation they somehow advices the leauges? Not too sure.
Apparently the UEFA president have said in public that they will have a goal to finish the leagues within summer, if not, it should/will be canceled.

Nah. Uefa can get in the sea. About time they realized they exist at the suffrage of the domestic leagues tbh.

If euro 2020 is postponed, which it is, then there's no reason the leagues can't finish. There's plenty of time to get them done.

Not really. UEFA needs to hand out its licenses before their competitions begin, and keep in mind that EL/CL qualifiers begin in July. The whole 20/21 calendar would need to be significantly shifted, and that's an issue considering that there's the new Club World Cup and the Euro at the end of the season.

Also, contracts expire at the end of June. Some teams could lose their players in the final stretch of the competition... especially smaller clubs which rely more on loans. Those loans would expire before the season ended. And of course, this isn't a simple matter where a league can change the rules, but rather a legislation issue that goes beyond the reach of UEFA, let alone the national leagues and FAs.

Well, in his case there's a good chance that his loan will be extended if him and Arsenal choose to, since the main reason he asked for a loan last summer was to have a chance to make it to the Euro. He definitely won't get playtime in Madrid, so chances are the loan could be extended.
