Not really. UEFA needs to hand out its licenses before their competitions begin, and keep in mind that EL/CL qualifiers begin in July. The whole 20/21 calendar would need to be significantly shifted, and that's an issue considering that there's the new Club World Cup and the Euro at the end of the season.
Also, contracts expire at the end of June. Some teams could lose their players in the final stretch of the competition... especially smaller clubs which rely more on loans. Those loans would expire before the season ended. And of course, this isn't a simple matter where a league can change the rules, but rather a legislation issue that goes beyond the reach of UEFA, let alone the national leagues and FAs.
