well i don't understand it either. my guess would be because rooney plays on his preferred position and moyes doesn't realize that kagawa could also play on the wings (although he's much better as cam).
but to be fair, united is far from a crap team, they just have a rough phase atm. no team with rooney, van persie, vidic, fellaini and kagawa in it can really be a "crap team"... i'd kill to have one of those players at mainz..

Kagawa was bought before Van Persie, the plan was to move Rooney back up front and use Kagawa as no 10, but Van Persie's transfer changed these plans.
