In countries like America, yes. I don't know about Belgium. I'd move out if I lived in a country where the age of consent is 18.

but in Norway:

Age 16 = age of consent. she's a year older than that.  When I was 16 a girl in my class (16 like me)  had a 22 year old boyfriend. Right now I know a guy in his late 20s who has a 17 y/o girlfriend. Still legal.

However they've already approved raising the age of consent to 16 in all cases. Not even sure if the law has officially been changed already... but in any case it's approved and should be official really soon if it isn't already.

well, that's one of the reasons they are raising the age to 16 in all cases, that way there is no gray area.
