He's good. A few years ago he looked like he could be the new Varane, but the hype has kind of watered down lately (his progression has kind of stuck). He doesn't seem ready to start for a club like City, but he might step up.
He could be a good signing, but it's just that 3 years ago a move to a top club in 2016 was something I would have expected, while now I'm not sure he's going to reach the potential he seemed to have.
As a backup he should be a safe bet though, but not for 40M€
He's worth 20-25M€ imo, but then again Athletic doesn't sell players for less than what the release clause says.
He's still young though, and while I feel like a top team's starting XI is still a bit out of his reach, he could get there under proper development. Right now it seems like a logical step forward in his carreer would be a team with similar potential to Atlético, Dortmund, Juve, Arsenal, etc, rather than one that's expected to be among the very best (unless the plan is to develop him from the bench).
