It's not that simple. There are regulations that only allow foreign clubs to play in leagues under certain circumstances, which the french prime minister probably knows nothing about. For example, Monaco can play in France because there is no Monaco league. The seven Liechtenstein clubs play in the swiss league for the same reason (you can't form a league if you don't have at least 8 clubs), even though they do play the Liechtenstein Cup.
There are dozens of clubs in Catalonia, so a catalan league would be established without any problems.
