Barcelona had enough pulling power to attract ceompeitors for being the best in the world in their position, like (then ofc^^) David Villa, Cesc, Rakitic, Neymar, Suarez as well as some of the greatest Spanish and international prospects, like Alba or ter Stegen.
They only sold players like Cesc or Pedro to Chelsea when both parties realized that they wouldn't get enough time on the pitch or wouldn't make it past being an emergeny/rotation sub.
I bet you if any of the players Chelsea signed would have had a similar offer from Barcelona they would have went there... overall, Chelsea signed 2 notable players in Hazard and Costa over the last 5 years.
By notable I don't necessarily mean that the other players weren't good signings. But it's really obvious to see that for the likes of Willian, Schürrle, Baba, even Oscar and others, Chelsea wouldn't even need drawing power similar to Barcelona's, simply because Barcelona would probably not even spend money to scout most of them.
