All you need is players. The fact that you pay 100 mio or 200 for supporters doesnt really matter.
Barca could sit easily on 500 mios and get no players. That would be stupid. Better break the bank and have the players. Dembele was expensive, but Dembele + Coutinho for neymar cash should be far more than reasonable.
Madrid should also spend. They got roughly 100 mios for morata + james + danilo and if carvajal + benzema get injured i dont see you pulling a great season.

He's not good enough to be a starter for Barça imo though. I mean, he wouldn't have even played in Madrid's bench team last year (since Isco and James are both far better)...
Sure, he's a good player, and could be a good addition to Barça's squad... but imo not to the starting XI.
Dembélé is a more interesting signing imo. He's very young and has had a great season during which he has shown great potential. I'm not sure if he's ready or not for a top tier club, but if he has the right mentality and he keeps progressing, he could very well be in the short term future.
