I'm not sure how they do it in Canada,Czech Rep, Italy, and any other nations you claim to be part of, but here in Belgium a joke is used to make people laugh.

Look at it this way:
Mill: "Anyone= any human being, we didn't like it so you are wrong"
Chelsea: "I don't consider u human then..."
Mill: "why the hell don't you consider me human, ima kill u"
Chelsea: "woah chill, I was just joking"

Using fake quotes to prove a joke is funny ussually says the joke is pretty shit, you don't see comedians explain their jokes.
