from what i read the owner of that chinese club has some atletico shares so i guess thats why the fee is rather low

He's related to the Wanda group that owned 20% of the club... however this investment group announced they were selling their shares to the club a few weeks ago. There is still some sort of unspecified cooperation between Atlético and China though, so indeed there could very well be some shady behind the scenes deals going on.
