Take it as a rule or fact, but the ones having a poor command of their native language usually have only stupid thoughts running through their narrow minds, usually the thoughts are as broken as their grammar.

Yes, on average people with consistently good grammar and terminology are more intelligent. However, the amount of people that contradict the average is significant enough to make it nothing like a fact nor a rule.
