Hard work and intelligent management? Clubs like Atlético, Valencia, Dortmund, Liverpool, etc have managed to compete with the best clubs in Europe at some point, without crazy investments.
There should be regulations to help ensure balance in european football without the need of investors. Softening Bosman's ruling (there are ways around it), making teams field a minimum amount of homegrown players, making salary proportional release clauses compulsory, balance the money earned in CL and EL, granting smaller leagues an easier access to the CL, overall balancing the money each club gets in each league, etc.
At least some of these regulations should be enforced so that we can have balanced leagues and european competition without billionaires altering the natural flow of the competion. In the end the teams that make the right choices would grow and earned some well deserved titles, and the ones that make wreckless decisions would crash.
