after using the pacey defenders i came to the conclussion that quality/high rated defenders are actually better, even if they're slower

Yes. especially ones with pace in 70+. No longer need a defender with 80+ pace. I mean i use T. Silva and Luiz only bc its the only way my team works. As you can see here:
