Every league has such clubs. Those are cycles. I mean look at manchester united for example. Only real consistent top level clubs since more then 15 years are bayern, barca and real.

Bashing on Milan/Inter =/= bashing on Serie A. Inter and Milan have become a joke, that's the way is. It has been decades since these clubs were so mediocre... even if Juve is historically the most successful club in the country, neither of the clubs from Milano would have ever accepted being Juve's bitch. Now they celebrate making it to EL, and that's a joke. Had this happened in the 80s or 90s, when Serie A was the the best (or at the very least top 2) league in the world, with lots of competitive teams (even Hellas could win it) then it would be more understandable, but the thing is that right now there is no excuse for these performances.
You talk about Dortmund and Juve having rough times... they're not grreat examples to back your point. Dortmund has never been a consistent title candidate to Bayern. The Bundesliga has been Bayern's to lose for decades, with teams like Dortmund, Gladbach, Hamburg, Bremen, etc rotating between themselves the position of the country's second team, but none of them have consistently been a top 3 team during the league's history. Juve was just screwed (and rightfully so) by the Moggigate scandal, not a sport-related downfall. It's actually impressive they came back so quickly after a relegation.
Man Utd, while having a really rough post-SAF time, still managed to win a EL, a FA Cup and make it twice to the CL... all while competing against teams like City, Arsenal, Chelsea, Liverpool or Spurs.
The city of Milano has 10 CLs and 36 Scudetti, yet the only bit of CL football it has seen in the past 4 season is the one the Madrid clubs brought them last year in the final. I think that is pretty damn sad and pathetic for two clubs with such a sucessful history... they can't even get a single top 3 or top 4 finish even when Napoli and Roma haven't been consistently at their finest either, the alternatives like Lazio and Fiore aren't that great, and the rest of the clubs can hardly compete for a european spot.
