Well, tbf the first 5 Euro's, in the 60s and 70s, only featured 4 teams, with just a semifinal and a final (2 games). 1980-1992 only featured 8 teams, which meant 5 matches maximum, and most countries struggled to qualify for it so many players only played it once or twice.
But yes, it shows that it has been a great competition until now. It's not like int the WC were you get free goals against some nations from other continents.
I hope the expansion to 24 teams doesn't ruin the competitive level too much (i'm not very optimistic though), but the 9 goal record will indeed be broken soon.
