Well obviously the premier league title is open to more contenders than other top leagues such as La Liga or Bundesliga, but that doesn't necessarily mean that Arsenal, Liverpool, etc are better than Atlético or Valencia.
Their odds to win the title are much larger than Atlético's or Valencia's because Madrid, Barça and Bayern aren't in the same league as them.
City and Chelsea have great squads, just like other teams in Europe such as PSG for example... they have a good chance of knocking out Madrid, Barça or Bayern in the CL, but imo they'd have little chance of winning them in a 38 game long season, because they are a step below these 3 teams and 90% of the time that ends up making a difference in a league format competition.
