its not a serios stat..

you can compare the groups for the ec qualify (where the fifa takes points for the ranking) with national leagues..
you can win the group OR the league and qualify for the EC or CL..
but it does not mean that the winner of the swiss league is one of the best teams in the world..
same with belgium in the ec qualify.. they won their group.. but it does not matter.. because they did not fight against the top teams of the other groups.. like the swiss team did not play aganst the top teams of the other leagues.

belgium qualified for the REAL competition.. same as the swiss team.. and have to mess up with the best.

what i mean.. the fifa system also belongs to the qualify system.. it would be the same if the uefa ranking calculates the points/wins of the national leagues ifself.

i hope you understand what i mean.. if not then its sad.
