not a single bid was made for Higuain so don't feel to bad, suarez is still an open case and never expected rooney to come.

Arsenal doesn't have to make an outragous bid for a very known player in order to get players who are as good as Higuain/suarez/rooney.
Look at Cazorla, if he would have played at let's say Real we would have had to pay 40 mill aswell. Wenger can and will find great players, wether it's for 1 million or for 40m (and 1 pound )

I know the transfer fee was this high, but I still think it has not been paid by them.
